Rancho Monte Vista

About 1,300 acres on the Texas–New Mexico line, planned for industry, shops and homes.

Rancho Monte Vista sits on NM 213 just north of the state line, about 30 minutes from both El Paso and Las Cruces. The master plan sets aside about 464 acres for industrial use, commercial frontage along the highway, and a residential neighborhood with a central plaza and a school site. Land is available now for industrial and commercial users.

The master plan

One property, three uses

The plan puts industry on the west side along the highway, shops and services on the main roads, and homes to the northeast, so people can live close to where they work.

Preliminary master plan of Rancho Monte Vista showing industrial, commercial, residential, school and county areas
  • Industrial: about 464 acresLarge tracts on the west side with NM 213 access. More acreage can be added for the right project.
  • Commercial: about 59 acresFrontage on NM 213, Rancho Monte Vista Blvd and Hermosa Dr.
  • Residential: about 2,500 lotsSingle-family and townhome lots, plus about 25 acres of multifamily, around a central plaza near Hermosa Dr.
  • School site: about 16 acres
  • County utility site: about 91 acresPlanned for Doña Ana County to expand the wastewater plant next door.

This is a preliminary plan. Acreage and layout may change, and zoning needs Doña Ana County approval.

Industrial site

Available now: the industrial site at NM 213 & State Line Rd

The first industrial area is about 207 acres at the southwest corner of the property, bounded by NM 213, State Line Rd and Iron Horse Ave. We prefer to sell, and we'll also talk about a lease. Price depends on the project.

  • Studies already doneA 2025 Phase I environmental report found no concerns, and a 2025 geotechnical report found no groundwater in the borings.
  • Clean air areaDoña Ana County meets all federal air-quality standards.
  • Easy to reachAbout 6.5 miles to US 54 and 10.6 miles to I-10.
  • Room to growMore acreage is available in the rest of the 1,300-acre property.
  • Before you buildThe site is zoned rural, so industrial use will need a rezoning through Doña Ana County. There is a floodplain strip and utility lines along the north side. We'll walk you through all of it.

Utilities

Utilities are already nearby

Power, gas, water and sewer are all close to the property. Here's what's there now and what larger projects would need.

Electric

El Paso Electric

A 13.8 kV line runs next to the site, and the Newman power station is less than 2 miles away.

About 5 MW can be available within 12 to 18 months. 50 MW would take 24 to 36 months.

Natural gas

New Mexico Gas Company

A high-pressure gas line runs at the southwest corner of the property.

Up to 200 MCF per hour can be available in under 6 months.

Water

CBG Maintenance

The property comes with water rights. A well already drilled on site reaches water at about 350 to 375 ft, in the Hueco Bolson basin.

Bigger users would need a storage tank and more wells.

Wastewater

Doña Ana County

The county wastewater plant is right next to the property, on the east side.

A plant expansion is planned for the county's 91-acre site.

Capacities and timelines are estimates from 2025 and 2026 site studies. The utilities will confirm them for your project.
